This bill appropriates $5.5 million to the Children's Health Insurance Program (CHIP), $3 million for tobacco cessation programs in the Department of Health ($2 million to be retained by the State Department of Health and $1 million to be passed-through to Local Health Departments), $2,288,900 for Drug Courts ($297,600 to Courts and $1,991,300 to the Department of Human Services), $711,100 for a drug board pilot program ($77,400 to the Board of Pardons, $108,700 to the Department of Corrections, and $525,000 to the Department of Human Services), and $4 million for the Health Sciences Center in FY 2001 from funds received from the Tobacco Settlement. In FY 2002 and FY 2003, the bill appropriates the same amounts to the same entities, to the extent that 50 percent of Tobacco Settlement receipts covers these items. The remaining 50 percent of the Tobacco Settlement receipts (estimated at $23.45 million in FY 2001 and $11.75 million in FY 2002) would be placed in an endowment fund. Beginning in FY 2004, the amount of spendable proceeds drops to 40 percent, while the endowment would receive 60 percent. The bill also provides for additional appropriations for tobacco-related provisions if the funds currently being held in Federal court are released. The bill also repeals the Hospital Provider Assessment which currently provides the $5.5 million for the CHIP.
