HB0495 - Vehicle Registration Fee for License Plate Recognition Fund
State Impact:
Enactment of this bill will allocate a $0.25 fee on every motor vehicle registration or registration renewal to the License Plate Recognition Restricted Account. The expected increase to this transportation fund restricted account is $575,000 in FY 2009 and $592,000 in FY 2010. The revenue from this fee will allow for the Motor Vehicle Enforcement Division to purchase license plate readers, vehicles, one FTE, and cover vehicle and equipment maintenance. The Tax Commission does not plan to expend the entire revenue in FY 2009 or FY 2010. This revenue will be used for future costs of the program.

Individual, Business and/or Local Impact:
Individuals and businesses that are up-to-date with registration and other motor vehicle laws will likely be unaffected. Those that are not up-to-date or are involved in illegal activity will likely experience an increased cost to driving motor vehicles. Locals may experience increased revenue due to increased enforcement of motor vehicle regulations.
