State Impact:
If the Supreme Court refers a case to a master, the court may direct the master's compensation to be paid by one or both of the parties. The Governor's Office of Planning and Budget would be one of the parties. If or when such a reference would occur, the costs, and who would pay the costs are impossible to predict.
