State Government (UCA 36-12-13(2)(b)):
Enactment of this bill likely will not materially impact the state budget.

Local Governments (UCA 36-12-13(2)(c)):
Enactment of this bill will result in an estimated annual loss of $120,000 in collections to counties beginning January 1, 2013. Enactment of this bill will also require county clerks to provide a new report to the Utah Commission on Marriage at an estimated annual cost of $5,400.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
Approximately 12,000 marriage license applicants who complete defined marriage education and counseling requirements will pay $10 less per marriage license.
