HB0298S03 - Motor Vehicle Safety Inspection Amendments

State Government (UCA 36-12-13(2)(b)):
This bill appropriates in FY 2012: -$540,000 ongoing from the General Fund; -$342,000 one-time from the General Fund; -$1,005,500 from the Transportation Fund Restricted - Department of Public Safety Account; and -($690,500) from Dedicated Credits to the Department of of Public Safety for eliminating aspects of the Highway Patrol - Safety Inspections program, and increasing Highway Patrol - Field Operations. Assuming a full fiscal year of implementation, appropriations for FY 2014 will be: -$540,000 ongoing from the General Fund, -$2,032,800 from the Transportation Fund Restricted - Department of Public Safety Account; and -($1,408,800) from Dedicated Credits. This bill also reduces collections to the Transportation Fund by $5,600 in FY 2013 and increases collections by $28,000 in FY 2014.

Local Governments (UCA 36-12-13(2)(c)):
Enactment of this bill likely will not result in direct, measurable costs for local governments.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
Enacting this bill will save individuals $17 per safety inspection per vehicle, much of which would be a revenue reduction to safety inspection businesses. Beginning in FY 2014, individuals will not pay a $2 inspections fee, saving a total amount of $3.7 million. Individuals will instead pay $2 per vehicle per year more in registration fees for a total cost of $4.3 million.
