HB0143 - Alien Workers Related Amendments
State Government (UCA 36-12-13(2)(b)):
Enactment of this bill will change the following costs and revenues that would otherwise occur under current law (HB 116, 2011 General Session):
1. Public Safety start-up costs: Avoids $5.4M one-time General Fund costs in FY2013 for the permit program. Costs instead $3.5M in one-time from the General Fund in FY2014.
2. Public Safety permit fees and processing costs: Avoids $6.1M in ongoing restricted revenue and costs in FY2014 for the permit program. Instead will generate restricted account revenue and costs of $1.3M in FY2013, $4.8M in FY2014, and $7.2M in FY2015 and each year thereafter.
3. Public Safety background checks, fingerprinting, and FBI fees: Increased by $1.6M in dedicated credit revenue and costs in FY2013.

Local Governments (UCA 36-12-13(2)(c)):
Enactment of this bill likely will not result in direct, measurable costs for local governments.
Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
An estimated 58,000 individuals annually may apply for a temporary or annual permit and will pay about $98 or $178 in fees respectively. The total cost to individuals will be $2.8M in FY2013, $7.9M in FY2014, and $10.3M FY2015.
