State Government (UCA 36-12-13(2)(b)):
Enactment of this bill will generate $17,700 in additional revenue beginning in FY 2013 to the Pawnbroker and Secondhand Merchandise Operations Restricted Account by increasing the annual training and database fee. Certain hearings for the Courts will cost $208 each for judge and clerk time. An estimated 25 hearings annually will cost $5,200 ongoing from the General Fund beginning in FY 2013. To the extent that the Division of Consumer Protection holds hearings as a result of this bill, it will cost an estimated $184 per hearing from the Pawnbroker and Secondhand Merchandise Operations Restricted Account for hearing officer costs.

Local Governments (UCA 36-12-13(2)(c)):
Enactment of this bill will cost law enforcement agencies an additional $1, for access to the central database for pawn and secondhand merchandise businesses at a total cost of $3,200.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
An estimated 290 pawnshops and secondhand merchandise businesses will pay an additional $50 for the annual training and database fee for a total cost of $14,500.
