Enacting this bill will cost the Department of Insurance an estimated $21,900 from the Insurance Department Restricted Account for rule development. Insurance Department Restricted Account revenues and expenditures affect the annual transfer to the General Fund.

Enactment of this bill likely will not result in direct, measurable costs for local governments.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
There could be some costs to commercial health insurers to develop policy, forms and rates required by the bill. There could also be some costs to individuals and businesses in premium increases resulting from mandated coverage of a new formula. Since only 12 people have received these services in the past it is estimated that overall cost would be small.
