HB0308 - Parental Rights of Biological Fathers

State Government (UCA 36-12-13(2)(b)):
Beginning in FY 2013, enactment of this bill will cost the Attorney General's Office $195,300 ongoing from the General Fund to provide notice to unmarried biological fathers and the Office of Vital Records and Statistics in the Department of Health $1,400 ongoing from the General Fund to process intent to commence paternity filings. Enactment of this bill will also cost the Office of Vital Records and Statistics $1,500 one-time from the General Fund in FY 2013 to develop new forms and letters to communicate with fathers, attorneys, agencies, and others. Beginning in FY 2013, the Office of Vital Records and Statistics estimates increased ongoing revenue of $1,600 dedicated credits it will use to partially cover the increased costs resulting from this bill.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
Enactment of this bill will cost individuals or businesses, some of which are residents of Utah, who request paternity searches an ongoing $1,600 for an estimated 100 paternity searches at $16 each.
