SB0025 - Driver License and Identification Card Amendments
State Government (UCA 36-12-13(2)(b)):
Enactment of this bill will reduce identification and driver license application processing costs generating an ongoing savings of $611,900 from the Transportation Fund Restricted - Department of Public Safety Account. This bill will proportionally reduce ongoing revenue to the Transportation Fund Restricted - Department of Public Safety Account by $611,900 for reduced identifcation card and driver license application fee collections in FY 2013.
This bill will initially cost the Department ongoing $460,000 in ongoing funds from the Transportation Fund Restricted - Department of Public Safety Account in FY 2012 for REAL ID documentation costs. Upon submitting these costs to the federal Department of Homeland Security, the Utah Department Public Safety will likely be reimbursed with Federal REAL ID grant funds.
Beginning in FY 2017, the Department of Public Safety estimates increased ongoing revenue of $198,000 to the Transportation Fund Restricted - Department of Public Safety Account and a matching amount needed for increased processing of ID cards.

Enactment of this bill likely will not result in direct, measurable costs for local governments.
Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
Enactment of this bill will save Utah residents an estimated $611,900 ongoing in FY 2013 for an estimated 158,000 identification card applications at $18 each.
In FY 2017, this bill will save up to an additional $198,000 ongoing in avoiding paying for 11,000 applications.
