Enactment of this bill likely will not materially impact the state budget.

Local Governments (UCA 36-12-13(2)(c)):
Enactment of this bill may increase the fees paid by certain charter schools to institutions of higher education that authorize the school and provide oversight and technical support. Bill provisions increase the maximum annual fee from 1 percent to 3 percent in the first two years and calculates the fee off a higher base amount. The Utah State Office of Education estimates that in the first two years of operation the annual fee may increase on average from $28.16 per student to up to $143.69 per student. Beginning in the third year, the maximum annual fee drops to 1 percent and uses the higher base to calculate the annual fee. The USOE estimates that the annual fee beginning in the third year may increase on average from $28.16 per student to up to $47.90 per student.
