Agency: State Board of Education Line Item: USOE - Initiative Programs Function The line item Utah State Office of Education-Initiative Programs was created during the 2009 General Session and is designed to provide greater accountability and reporting on educational programs developed by the Legislature. The line item will continue to incorporate legislative initiatives in the future that target specific educational priorities as deemed high priority by the Legislature and state education leaders. These programs are mainly distributed to school districts, charter schools or private entities on a contract or grant basis. Background The USOE Initiative Programs line item was created to assist the Legislature in more easily identifying funding that has been provided for legislative programs focused on specific educational initiatives. Additionally, the line item was developed to distinguish more readily between legislative initiatives and operational and administrative budgets at the State Office of Education. Programs in this line item were previously part of the USOE line item, but are still administered through the State Office. FY 2010 was the first year funding for legislative programs was designated to be included in this new line item. Funding Detail The budget table below details the funding for programs in the new line item. Initial programs transferred from the USOE line item include: Pro-Start Culinary Program, UPSTART Early Childhood Education, Financial and Economic Literacy Education, ASSERT Autism Outreach, Sound Beginnings, CTE Online Assessments, Pilot for Performance-Based Compensation Plans in Elementary Schools, and General Fund monies for the Carson Smith Special Needs Scholarship Program.
