Line Item: Division of Homeland Security - Emergency and Disaster Management Function During the 2010 General Session the Legislature created a separate line item within the Department to manage Disaster Recovery funds separate from other operations. The Emergency and Disaster Management line item contains funding for appropriations from the State Disaster Recovery Restricted Account. These funds are to address costs to the state of emergency disaster services in response to a declared disaster. Statutory Authority
