FY 2016 Appropriation

The Utah Horse Commission provides a regulatory structure for horse racing, administers rules and regulations, issues licenses, collects license fees, sanctions tracks and pays for approved expenses such as:

Stewards (Commission may designate three Stewards at each race meet to enforce rules)
Veterinarians
Blood and urine testing
Assistance with insurance and other items mandated by statute

Appropriation Overview

During the 2015 General Session, the Legislature appropriated for Fiscal Year 2016, $29,800 from all sources for Utah Horse Commission. This is a 0 percent change from Fiscal Year 2015 revised estimated amounts from all sources. The total includes $9,800 from the General/Education Funds, a change of 0 percent from revised Fiscal Year 2015 estimates.

Statute

The five-member Utah Horse Racing Commission was created under the Utah Horse Regulation Act (UCA 4-38).

Intent Language

HB0003: Item 121

Under the terms of 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the General Administration line item in Item 26, Chapter 5, Laws of Utah 2014, shall not lapse at the close of FY 2015. Expenditures of these funds are limited to: Computer Equipment/Software $35,000; Employee Training/Incentives $140,000; Equipment/Supplies $75,000; Special Projects/Studies $250,000.

The funding for the General Fund Restricted - Horse Racing Account comes from license fees paid by participants in racing and other racetrack activities.
