How is HB 37 been filibustered into the House Rules committee?

McIff is stalling again like he did in 2010, to introduce a bad bill in the 11th hour.

It makes the GOP look bad to exclude the entire population in Utah to access their public waters for what?  The benefit of a few hundred landowners who want to lease access back to the public for access to their own fish, in their own water?  Taxes paying for flood mitigation etc...but when it comes to access, all of a sudden it's private property, no access...

Please one of you attempt a plausible explanation.
