6    A JOINT RESOLUTION OF THE LEGISLATURE h [ ENCOURAGING ] APPLAUDING h
6a     THE STATE BOARD OF
7    REGENTS h [TO ] FOR ITS ONGOING h REVIEW h OF h THE TRANSFERABILITY AND
7a     ACCEPTANCE OF CREDIT
8    POLICIES WITHIN THE STATE'S HIGHER EDUCATION SYSTEM AS THE SYSTEM
9    MOVES FROM A QUARTER TO A SEMESTER CALENDAR.
10    Be it resolved by the Legislature of the state of Utah:
11        WHEREAS the State Board of Regents has formally adopted a policy on converting the
12    state's higher education system from a quarter to semester calendar by the fall semester of 1998;
13        WHEREAS in making the conversion from quarters to semesters, the Board of Regents
14    has stated that the process will include a comprehensive evaluation of policies, procedures, and
15    programs currently used by institutions within the higher education system;
16        WHEREAS Utah has historically led the nation in the percentage of high school students
17    taking and receiving college credit for advanced placement and concurrent enrollment courses,
18    with the number of Utah students in these programs having increased dramatically over the past
19    eight years;
20        WHEREAS the Education Joint Liaison Committee, the State Board of Regents, and the
21    Legislature's Education Interim Committee have studied, discussed, and acted on issues relating
22    to the acceptance and transferability of credit for advanced placement and concurrent enrollment
23    within the state's higher education system, including whether taking such courses accelerates
24    graduation from a higher education institution;
25        WHEREAS State Board of Regents and the Legislature's Education Interim Committee
26    have also discussed and taken action on the overall issue of transferability of credits within the
27    system; and

1        WHEREAS in the course of these discussions it has been determined that while substantial
2    progress has been made in dealing with the acceptance and transferability of general education
3    credit throughout the system, some concerns still exist in relation to the overall program and
4    acceptance of credits by departments that would count towards departmental credit for a specific
5    degree:
6        NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
7     h [encourages ] APPLAUDS h the State Board of Regents h [to thoroughly ] FOR ITS
7a     ONGOING h review h OF h higher education's policies and
8    procedures regarding acceptance and transferability of credit, to h [ include ] ASSURE h the
8a     h [ overall ] h acceptance of
9    general education credits earned within the system as well as concurrent enrollment and advanced
10    placement credits, in conjunction with the board's comprehensive evaluation of the system as it
11    converts to a semester calendar in 1998.
12        BE IT FURTHER RESOLVED that the board is encouraged to report any efforts it makes
13    in this direction to the Legislature's Education Interim Committee.
14        BE IT FURTHER RESOLVED that a copy of this resolution be sent to the State Board of
15    Regents.
