5    AN ACT RELATING TO THE DEPARTMENT OF HUMAN SERVICES; DIRECTING THE
6    DEPARTMENT TO CONTRACT WITH A STATEWIDE ORGANIZATION OF FOSTER
7    PARENTS; ESTABLISHING PROVISIONS OF THAT CONTRACT; AND PROVIDING AN
8    EFFECTIVE DATE.
9    This act affects sections of Utah Code Annotated 1953 as follows:
10    ENACTS:
11         62A-1-111.5, Utah Code Annotated 1953
12    Be it enacted by the Legislature of the state of Utah:
13        Section 1. Section 62A-1-111.5 is enacted to read:
14         62A-1-111.5. Foster parent director.
15        To further protect children in foster care statewide, and to assist foster parents in their roles
16    as primary caregivers to children in state custody, the department shall contract with a statewide,
17    private, nonprofit foster parent organization. The contract shall specify that the organization:
18        (1) employ a full-time executive director;
19        (2) implement programs to recruit and retain foster parents;
20        (3) assist and support foster parents in providing care and treatment to children in the
21    custody of the Division of Child and Family Services;
22        (4) assist foster parents in solving problems with caseworkers and other employees of the
23    Division of Child and Family Services;
24        (5) establish and assist in the operation of local foster parent organizations;
25        (6) solicit funds, through donations, and make application for grants to support the
26    organization and its activities;
27        (7) publish newsletters, reports, and other materials to provide information to foster


1    parents; and
2        (8) meet additional requirements as the department and the foster parent organization
3    consider appropriate.
4        Section 2. Effective date.
5        This act takes effect on July 1, 1997.
