5    AN ACT RELATING TO HIGHWAYS; AUTHORIZING THE TRANSPORTATION
6    COMMISSION TO ISSUE MATCHING GRANTS FOR LOCAL GOVERNMENT
7    HIGHWAY PROJECTS UNDER CERTAIN CONDITIONS; AND PROVIDING A REPEAL
8    DATE.
9    This act affects sections of Utah Code Annotated 1953 as follows:
10    AMENDS:
11         63-55-263, as last amended by Chapters 25, 136, 159, 186 and 242, Laws of Utah 1996
12    ENACTS:
13         63-49-23, Utah Code Annotated 1953
14    Be it enacted by the Legislature of the state of Utah:
15        Section 1. Section 63-49-23 is enacted to read:
16         63-49-23. Growth impact highway grants.
17        (1) (a) Notwithstanding the restrictions on the use of Centennial Highway Trust Fund
18    monies under Subsection 63-49-22(4), the commission may issue one grant annually of up to
19    $1,000,000 from the Centennial Highway Trust Fund to a county for county highway improvement
20    projects needed because of significant impacts on local infrastructure resulting from large business
21    development h WITHIN THE COUNTY WHICH ADDS MORE THAN 15 PERCENT TO THE TOTAL
21a     LOCALLY ASSESSED VALUE OF TAXABLE PROPERTY IN THE COUNTY h .
22        (b) A county recipient must provide matching funds from any available public or private
23    sources having a value that S IS s at least S [equals] 150% OF s the grant funds received from the
23a     commission under this
24    section.
25        Section 2. Section 63-55-263 is amended to read:
26         63-55-263. Repeal dates, Titles 63, 63A, and 63C.

13        (d) The Board of Utah Geological Survey, created in Section 63-73-2, is repealed July 1,
14    1999.
15        (e) The Division of Parks and Recreation, created in Section 63-11-17.1, is repealed July
16    1, 1997.
17        (f) The Utah Geological Survey, created in Section 63-73-5, is repealed July 1, 1999.
18        (5) (a) The Internal Audit Division, created in Section 63-49-7, is repealed July 1, 2001.
19        (b) The Comptroller Division, created in Section 63-49-7, is repealed July 1, 2001.
20        (c) The Program Development Division, created in Section 63-49-7, is repealed July 1,
21    2001.
22        (d) The Community Relations Division, created in Section 63-49-7, is repealed July 1,
23    2001.
24        (e) The Administrative Services Division, created in Section 63-49-7, is repealed July 1,
25    2005.
26        (f) The Operations Division, created in Section 63-49-7, is repealed July 1, 1997.
27        (g) The Project Development Division, created in Section 63-49-7, is repealed July 1,
28    1997.
29        (h) Region offices, created in Section 63-49-9, are repealed July 1, 2001.
30        (i) The Transportation Commission, created in Section 63-49-10, is repealed July 1, 2005.
31        (6) The Utah Constitutional Revision Study Commission, created in Section 63-54-1, is

1    repealed July 1, 1998.
2        (7) The Crime Victims' Reparations Board, created in Section 63-25a-404, is repealed July
3    1, 1997.
4        (8) Title 63, Chapter 75, Families, Agencies, and Communities Together for Children and
5    Youth At Risk Act, is repealed on July 1, 2001.
6        (9) Title 63A, Chapter 7, Utah Sports Authority Act, is repealed July 1, 2003.
7        (10) Title 63A, Chapter 10, State Olympic Coordination Act, is repealed July 1, 2003.
8        (11) The Utah Information Technology Commission Act, created in Title 63C, Chapter
9    2, is repealed July 1, 2004.
10        (12) Title 63, Chapter 88, Navajo Trust Fund, is repealed July 1, 2000.
11        (13) The Utah Health Policy Commission, created in Title 63C, Chapter 3, is repealed July
12    1, 2001.
13        (14) The Utah Seismic Safety Commission, created in Section 63C-6-101, is repealed July
14    1, 2004.
15        (15) The Utah Pioneer Sesquicentennial Celebration Coordinating Council created in
16    Section 63C-5-102 is repealed June 30, 1998.
17        (16) Section 63-49-23, Grown Impact Highway Grants, is repealed July 1, 1999.
