6 AN ACT RELATING TO PUBLIC EDUCATION; REQUIRING THE STATE BOARD OF
7 EDUCATION TO ESTABLISH RULES AND STANDARDS FOR THE PUBLIC SCHOOLS
8 REGARDING THE SCHEDULING OF AND PARTICIPATION IN INTERDISTRICT
9 EXTRACURRICULAR ACTIVITIES; AND PROVIDING AN EFFECTIVE DATE.
10 This act affects sections of Utah Code Annotated 1953 as follows:
11 AMENDS:
12 53A-1-402, as enacted by Chapter 2, Laws of Utah 1988
13 Be it enacted by the Legislature of the state of Utah:
14 Section 1. Section 53A-1-402 is amended to read:
15 53A-1-402. Board to establish minimum standards for public schools.
16 (1) The State Board of Education shall establish rules and minimum standards for the
17 public schools, to include:
18 (a) the qualification and certification of educators and ancillary personnel who provide
19 direct student services, required school administrative and supervisory services, and evaluation of
20 instructional personnel;
21 (b) access to programs, attendance, competency levels, graduation requirements, discipline
22 and control, and health and safety requirements;
23 (c) school accreditation, the academic year, alternative and pilot programs, curriculum and
24 instruction requirements, school libraries, and services to the handicapped and other special
25 groups;
26 (d) requirements for school design, general educational specifications, school sites, and
27 building accessibility;
1 (e) state reimbursed bus routes, bus safety and operational requirements, and other
2 transportation needs; [
3 (f) the scheduling of and participation in interdistrict extracurricular activities, such as
4 athletic or sporting events, debate or forensic meets, and vocal or instrumental music events; and
5 [
6 program, school building aid, school lunch, driver education, federal programs, school budget
7 formats, and financial, statistical, and student accounting requirements.
8 (2) The board shall determine whether the minimum standards have been met, and that
9 required reports are properly submitted.
10 (3) The board may apply for, receive, administer, and distribute to eligible applicants funds
11 made available through programs of the federal government.
12 Section 2. Effective date.
13 This act takes effect on July 1, 1997.
