5    AN ACT RELATING TO YOUTH CORRECTIONS; REQUIRING THE DIVISION TO
6    EXPLORE DURING THE 1997 INTERIM THE POSSIBILITY OF DEVELOPING OR
7    CONTRACTING FOR A VALUES-ORIENTED TREATMENT PROGRAM WITH A
8    STRONG VOCATIONAL COMPONENT; AND REQUIRING A REPORT TO THE
9    JUVENILE JUSTICE TASK FORCE AND LEGISLATURE.
10    This act enacts uncodified material.
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Values-Oriented Treatment Program for youth -- Division of Youth
13     Corrections to study.
14        (1) During 1997, the Division of Youth Corrections shall search for and study the
15    feasibility of developing or contracting for a program for youth offenders that has:
16        (a) a values-oriented curriculum that stresses not only educational performance, but also
17    instills positive values; and
18        (b) a strong vocational component structured to enhance employment skills in as many
19    vocations as possible.
20        (2) The division shall:
21        (a) investigate programs currently being used both inside and outside of the state;
22        (b) determine whether any active programs would fit the requirements of Subsection (1)
23    for youth offenders;
24        (c) evaluate as many programs as possible, and may consider single-source providers in
25    their search;
26        (d) explore the feasibility of creating a program that fits the criteria of Subsection (1);
27        (e) determine the cost to implement any programs considered acceptable; and


1        (f) present its findings to the Juvenile Justice Task Force for possible inclusion in any
2    legislative package to be presented to the Legislature during its 1998 General Session.
