6    A JOINT RESOLUTION OF THE LEGISLATURE URGING CONGRESS TO END
7    DAYLIGHT SAVING TIME BY THE SECOND SUNDAY IN OCTOBER, OR TO ALLOW
8    STATES THE POWER TO DO SO, TO INCREASE SAFETY ON UTAH'S ROADS.
9    Be it resolved by the Legislature of the state of Utah:
10        WHEREAS in the last six years, three school children have been struck and killed while
11    walking to school in October during Utah's observance of Mountain Daylight Time;
12        WHEREAS a study of traffic accidents throughout Canada in 1991 and 1992 found an
13    eight percent increase in accidents the Monday after clocks were moved ahead;
14        WHEREAS the same study shows that in the autumn, when clocks are set back and people
15    get an extra hour of sleep, the traffic accident rate declines eight percent;
16        WHEREAS two independent studies of daylight saving time, published by "Sky and
17    Telescope" and "Scientific American," found that it would be best to return to standard time on
18    the last Sunday of September in order to achieve the best use of sunlight and twilight;
19        WHEREAS ending daylight saving time as late as the second Sunday of October would
20    save lives, since most such fatalities tend to occur in middle and late October; and
21        WHEREAS this move would provide more early morning daylight, thus providing a safer
22    commute to school for Utah's children:
23        NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah urge
24    the United States Congress to approve legislation ending daylight saving time by the second
25    Sunday in October, or to pass legislation granting the states power to do so, in order to reduce
26    injury and death.
27        BE IT FURTHER RESOLVED that copies of this resolution be sent to the President of the


1    United States Senate, the Speaker of the United States House of Representatives, and to the
2    members of Utah's congressional delegation.
