RESOLUTION ON USE OF FORT DOUGLAS AREA

5    A JOINT RESOLUTION OF THE LEGISLATURE EXPRESSING ITS INTENT THAT THE
6    RELATIONSHIP BETWEEN THE UNITED STATES RESERVE FORCES AND THE
7    STATE OF UTAH NOT BE JEOPARDIZED BY ANY STATE EFFORT TO ACQUIRE ANY
8    PORTION OF FORT DOUGLAS; AND URGING THAT NO FEDERAL OR STATE FUNDS
9    BE USED, NOR EFFORTS MADE, TO RELOCATE THE RESERVE FORCES AND THAT
10    THE UNIVERSITY OF UTAH NOT BUILD THEIR OLYMPIC VILLAGE ON FORT
11    DOUGLAS LOCATIONS.
12    Be it resolved by the Legislature of the state of Utah:
13        WHEREAS historic Fort Douglas in Salt Lake City is now an Armed Forces Reserve
14    Center for 32 Army, Navy, Marine Corps and Coast Guard reserve units occupying 68 acres and
15    43 buildings;
16        WHEREAS these Fort Douglas reserve units consist of 2,100 reservists and 300 full-time
17    civilian and military support employees, with an additional payroll of more than $20,000,000;
18        WHEREAS these 2,400 citizen-soldiers stand ready to answer the nation's call, as some
19    are now doing in Bosnia-Herzegovina, and as many did in Operation Desert Storm and other
20    national emergencies;
21        WHEREAS these men and women who serve as reserve soldiers along with their families
22    are owed a great debt of gratitude, support, and appreciation by our nation and the people of the
23    state of Utah;
24        WHEREAS historic Fort Douglas remains a vital part of the national defense and an
25    important contributor to the state's economy;
26        WHEREAS the University of Utah is attempting to acquire part or all of the 68 acres and
27    43 buildings now used by the reserves at historic Fort Douglas to construct an olympic village for


1    the 2002 Winter Olympic Games, which efforts place at risk the continued military presence at
2    Fort Douglas;
3        WHEREAS the estimated cost of relocating reserve units off of Fort Douglas is at least
4    $20,000,000; and
5        WHEREAS the University of Utah already has sufficient land available upon which to
6    build the olympic village without acquiring the remainder of Fort Douglas:
7        NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah express
8    its intent that the long-standing and mutually beneficial relationship between the United States
9    Reserve Forces and the state of Utah not be placed in jeopardy by any efforts by the state of Utah
10    or its subdivisions to acquire any portion of Fort Douglas.
11        BE IT FURTHER RESOLVED that the Legislature urge that no federal or state funds
12    whatsoever be expended, nor any effort made, to effect the relocation of the United States Reserve
13    Forces at Fort Douglas to any other site within or without the state of Utah, and that the University
14    of Utah locate and build the olympic village on some other location than Fort Douglas.
15        BE IT FURTHER RESOLVED that copies of this resolution be sent to the United States
16    Reserve Center at Fort Douglas, the University of Utah, and to the members of Utah's
17    congressional delegation.
