6    AN ACT RELATING TO PUBLIC SAFETY AND APPROPRIATIONS; PROVIDING
7    MARKET GUIDELINES IN DETERMINING PAY PLANS FOR PUBLIC SAFETY
8    DISPATCHERS; APPROPRIATING $125,000 FROM THE GENERAL FUND, FOR FISCAL
9    YEAR 1998-99, TO THE DEPARTMENT OF PUBLIC SAFETY FOR COMPENSATION
10    FOR PUBLIC SAFETY DISPATCH PERSONNEL; AND PROVIDING AN EFFECTIVE
11    DATE.
12    This act affects sections of Utah Code Annotated 1953 as follows:
13    AMENDS:
14         67-19-12.3, as last amended by Chapter 213, Laws of Utah 1997
15    Be it enacted by the Legislature of the state of Utah:
16        Section 1. Section 67-19-12.3 is amended to read:
17         67-19-12.3. Peace officer, correctional officer, and public safety dispatch personnel
18     pay plans.
19        The pay plans for peace officers, as defined under Section 77-1a-1, [and] correctional
20    officers, as defined under Section 77-1a-2, and public safety dispatchers, as defined under Section
21    53-6-102 employed by the state shall comply with Section 67-19-12, except that:
22        (1) the market comparability of state salary ranges for peace officers [and], correctional
23    officers, and public safety dispatchers shall be based on a [total compensation] survey of salary
24    ranges S AND SURVEY OF BENEFITS s [and benefits] of the three largest law enforcement agencies,
24a    three largest entities
25    employing correctional officers, and three largest entities employing public safety dispatchers,
26    respectively, of any political subdivision of the state; and

27        (2) when determining compensation, the director shall consider the compensation under


1    Subsection (1), internal comparisons, and other factors in order to allow the state to recruit and
2    retain the highest qualified peace officers, correctional officers, and public safety dispatchers.
3        Section 2. Appropriation.
4        There is appropriated from the General Fund $125,000 for fiscal year 1998-99, to the
5    Department of Public Safety, for the compensation of public safety dispatchers employed by the
6    state.
7        Section 3. Effective date.
8        This act takes effect on July 1, 1998.
