    AN ACT RELATING TO PUBLIC EDUCATION; PROVIDING A $3,500,000
    APPROPRIATION FOR TEACHER CLASSROOM SUPPLIES AND MATERIALS; AND
    PROVIDING AN EFFECTIVE DATE.
    This act enacts uncodified material.
    Be it enacted by the Legislature of the state of Utah:
        Section 1. Appropriation.
        (1) There is appropriated from the Uniform School Fund for fiscal year 1998-99,
    $3,500,000 to the State Board of Education for distribution to public school teachers for classroom
    supplies and materials.
        (2) The board shall distribute the appropriation directly to classroom teachers through the


    state's 40 school districts on the basis of the number of classroom teachers in each public school as
    compared to the total number of classroom teachers in the 40 school districts.
        (3) Each teacher shall receive up to $150 and may spend the money for school supplies,
    materials, or field trips under rules adopted by the State Board of Education.
        (4) As used in this section:
        (a) "Public schools" and "school districts" include the Schools for the Deaf and the Blind,
    Edith Bowen Laboratory School, and Applied Technology Centers.
        (b) "Teachers" mean permanent teacher positions filled by one teacher or two or more
    job-sharing teachers who are certificated personnel, paid on the teacher's salary schedule, and whose
    primary function is to provide instructional or a combination of instructional and counseling services
    to students in the public schools. They must be hired by the district for an entire contract period.
        Section 2. Effective date.
        This act takes effect on July 1, 1998.
