AN ACT RELATING TO PUBLIC SAFETY AND APPROPRIATIONS; PROVIDING
MARKET GUIDELINES IN DETERMINING PAY PLANS FOR PUBLIC SAFETY
DISPATCHERS; APPROPRIATING $125,000 FROM THE GENERAL FUND, FOR FISCAL
YEAR 1998-99, TO THE DEPARTMENT OF PUBLIC SAFETY FOR COMPENSATION
FOR PUBLIC SAFETY DISPATCH PERSONNEL; AND PROVIDING AN EFFECTIVE
DATE.
This act affects sections of Utah Code Annotated 1953 as follows:

67-19-12.3, as last amended by Chapter 213, Laws of Utah 1997
Be it enacted by the Legislature of the state of Utah:
Section 1. Section 67-19-12.3 is amended to read:
67-19-12.3. Peace officer, correctional officer, and public safety dispatch personnel
pay plans.
The pay plans for peace officers, as defined under Section 77-1a-1, [
officers, as defined under Section 77-1a-2, and public safety dispatchers, as defined under Section
53-6-102 employed by the state shall comply with Section 67-19-12, except that:
(1) the market comparability of state salary ranges for peace officers [
officers, and public safety dispatchers shall be based on a [
ranges [
largest entities employing correctional officers, and three largest entities employing public safety
dispatchers, respectively, of any political subdivision of the state; and
(2) when determining compensation, the director shall consider the compensation under
Subsection (1), internal comparisons, and other factors in order to allow the state to recruit and
retain the highest qualified peace officers, correctional officers, and public safety dispatchers.
Section 2. Appropriation.
There is appropriated from the General Fund $125,000 for fiscal year 1998-99, to the
Department of Public Safety, for the compensation of public safety dispatchers employed by the
state.
Section 3. Effective date.
This act takes effect on July 1, 1998.
