5    AN ACT RELATING TO THE LEGISLATURE; CREATING THE INTERNAL SERVICE
6    FUND REVIEW TASK FORCE; PROVIDING FOR MEMBERSHIP; DELINEATING
7    RESPONSIBILITIES AND PROCEDURES; PROVIDING A REPORTING DATE;
8    APPROPRIATING $24,500 FROM THE GENERAL FUND; AND PROVIDING A REPEAL
9    DATE.
10    This act enacts uncodified material.
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Internal Service Fund Review Task Force -- Creation -- Membership --
13     Interim rules followed -- Compensation -- Staff.
14        (1) There is created the Internal Service Fund Review Task Force consisting of the
15    following eight members:
16        (a) three members from the Senate, appointed by the president of the Senate, no more than
17    two of whom may be from the same political party; and
18        (b) five members from the House of Representatives, appointed by the speaker of the
19    House of Representatives, no more than three of whom may be from the same political party.
20        (2) (a) The president of the Senate shall designate a member of the Senate appointed under
21    Subsection (1)(a) as a cochair of the task force.
22        (b) The speaker of the House of Representatives shall designate a member of the House
23    of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
24        (3) In conducting its business, the task force shall comply with the rules of legislative
25    interim committees.
26        (4) Salaries and expenses of the members of the task force shall be paid in accordance with
27    Section 36-2-2 and Legislative Joint Rule 15.03.


1        (5) The Office of Legislative Research and General Counsel shall provide staff support
2    to the task force.
3        Section 2. Task force duties -- Interim report.
4        (1) The task force shall:
5        (a) determine the level, scope, and dollar amount of internal service funds in agencies and
6    programs of the state;
7        (b) review procedures and controls governing internal service funds; and
8        (c) review any other issues relating to internal service funds in Utah.
9         (2) A final report, including any proposed legislation, shall be presented to the
10    Government Operations Interim Committee before November 30, 1998.
11        Section 3. Appropriation.
12        There is appropriated from the General Fund for fiscal year 1997-98:
13        (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the task
14    force;
15        (2) $6,000 to the House of Representatives to pay for the compensation and expenses of
16    representatives on the task force; and
17        (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
18    the task force.
19        Section 4. Repeal date.
20        This act is repealed November 30, 1998.
