6 AN ACT RELATING TO PUBLIC UTILITIES; CREATING THE TELECOMMUNICATIONS
7 LEGISLATIVE COMMITTEE; PROVIDING FOR MEMBERSHIP; DELINEATING
8 RESPONSIBILITIES AND PROCEDURES; PROVIDING A REPORTING DATE;
9 APPROPRIATING $36,000 FROM THE GENERAL FUND; AND PROVIDING A REPEAL
10 DATE.
11 This act enacts uncodified material.
12 Be it enacted by the Legislature of the state of Utah:
13 Section 1. Telecommunications Legislative Committee -- Creation -- Membership --
14 Interim rules followed -- Compensation -- Staff.
15 (1) There is created the Telecommunications Legislative Committee consisting of the
16 following ten members:
17 (a) three members of the Senate appointed by the president of the Senate, no more than
18 two of whom may be from the same political party;
19 (b) six members of the House of Representatives appointed by the speaker of the House
20 of Representatives, no more than four of whom may be from the same political party; and
21 (c) the chief information officer, authorized by Title 63D, Chapter 1, Part 3, who shall
22 serve ex officio and be a nonvoting member.
23 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
24 Subsection (1)(a) as a cochair of the committee.
25 (b) The speaker of the House of Representatives shall designate a member of the House
26 of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
27 (3) In conducting its business, the committee shall comply with the rules of legislative
1 interim committees.
2 (4) Salaries and expenses of the members of the committee shall be paid in accordance
3 with Section 36-2-2 and Legislative Joint Rule 15.03.
4 (5) The Office of Legislative Research and General Counsel shall provide staff support
5 to the committee.
6 Section 2. Duties -- Interim report.
7 (1) The committee shall review and make recommendations related to telecommunications
8 deregulation, including:
9 (a) imputation of yellow pages;
10 (b) depreciation of assets;
11 (c) coordination of state-wide telecommunications services; and
12 (d) interconnection.
13 (2) A final report, including any proposed legislation shall be presented to the Public
14 Utilities and Technology Interim Committee and the Information Technology Commission before
15 November 30, 1999.
16 Section 3. Appropriation.
17 There is appropriated from the General Fund for fiscal year 1998-99:
18 (1) $4,000 to the Senate to pay for the compensation and expenses of senators on the
19 committee;
20 (2) $7,000 to the House of Representatives to pay for the compensation and expenses of
21 representatives on the committee; and
22 (3) $25,000 to the Office of Legislative Research and General Counsel to pay for staffing
23 the committee.
24 Section 4. Repeal date.
25 This act is repealed November 30, 1998.
