6    AN ACT RELATING TO COMMUNITY AND ECONOMIC DEVELOPMENT; EXPANDING
7    THE MEMBERSHIP IN THE STATE NATIVE AMERICAN COORDINATING BOARD;
8    AND MAKING TECHNICAL CORRECTIONS.
9    This act affects sections of Utah Code Annotated 1953 as follows:
10    AMENDS:
11         9-9-111, as last amended by Chapter 14, Laws of Utah 1997
12    Be it enacted by the Legislature of the state of Utah:
13        Section 1. Section 9-9-111 is amended to read:
14         9-9-111. State coordinating board -- Chair -- Quorum -- Creation -- Power -- Duties.
15        (1) There is created an advisory board to be called the "State Native American
16    Coordinating Board" consisting of the following members:
17        (a) the director of the division;
18        (b) a representative from the following:
19        (i) the Department of Human Services appointed by the executive director of the
20    Department of Human Services;
21        (ii) the Department of Health appointed by the executive director of the Department of
22    Health;
23        (iii) the State Office of Education appointed by the state superintendent of public
24    instruction;
25        (iv) the State Board of Regents appointed by the commissioner of higher education;
26        (v) the Department of Community and Economic Development appointed by the executive
27    director of the Department of Community and Economic Development;


1        (vi) the governor's office appointed by the governor;
2        (vii) the office of the attorney general appointed by the attorney general;
3        (viii) the Department of Workforce Services appointed by the executive director of the
4    Department of Workforce Services; [and]
5        (ix) the Department of Corrections appointed by the executive director of the Department
6    of Corrections;
7        (x) the Department of Environmental Quality appointed by the executive director of the
8    Department of Environmental Quality;
9        (xi) the Department of Natural Resources appointed by the executive director of the
10    Department of Natural Resources;
11        (xii) the Department of Transportation appointed by the executive director of the
12    Department of Transportation;
13        (xiii) the Department of Agriculture and Food appointed by the commissioner of the
14    Department of Agriculture and Food; and
15        (xiv) the State Tax Commission appointed by the chair of the State Tax Commission.
16        (2) (a) The director of the division shall be the chair of the board and shall be responsible
17    for calling meetings of the board.
18        (b) The chair shall coordinate the activities of the board required by this section.
19        (3) A majority of the members of the board constitute a quorum of the board for the
20    transaction of business.
21        (4) The board shall meet at least quarterly.
22        (5) Board members may not receive any compensation for their service on the board other
23    than what they receive as state officers and employees.
24        (6) The board shall advise the division and the chief administrative officer of other state
25    agencies regarding how the state may develop a consistent, integrated, and coordinated approach
26    to implementing laws, services, functions, and governmental programs that serve Indian citizens
27    of the state.
28        (7) The board shall report annually to the Native American Legislative Liaison Committee
29    of the Legislature.
