TRAFFIC SAFETY TASK FORCE

5 AN ACT RELATING TO TRANSPORTATION AND PUBLIC SAFETY; CREATING THE
6 TRAFFIC SAFETY TASK FORCE; PROVIDING FOR MEMBERSHIP; PROVIDING
7 DUTIES AND REQUIRING AN INTERIM REPORT; APPROPRIATING $19,800 FOR
8 FISCAL YEAR 1998-99; PROVIDING AN EFFECTIVE DATE; AND PROVIDING A
9 REPEAL DATE.
10 This act enacts uncodified material.
11 Be it enacted by the Legislature of the state of Utah:
12 Section 1. Traffic Safety Task Force -- Creation -- Membership -- Quorum -- Staff.
13 (1) (a) There is created the Traffic Safety Task Force consisting of the following 17
14 members:
15 (i) two members of the Senate appointed by the president of the Senate, no more than two
16 of whom may be from the same political party;
17 (ii) two members of the House of Representatives appointed by the speaker of the House
18 of Representatives, no more than two of whom may be from the same political party;
19 (iii) the executive director of the Department of Transportation or the executive director's
20 designee;
21 (iv) the commissioner of the Department of Public Safety or the commissioner's designee;
22 (v) the executive director of the Department of Health or the executive director's designee;
23 (vi) one member shall be from the League of Cities and Towns;
24 (vii) one member shall be from the state P.T.A.;
25 (viii) one member shall be from an urban school district;
26 (ix) one member shall be from a rural school district;
27 (x) one member who is a business owner;

1 (xi) one member who has experience in public relations;
2 (xii) one member who is from a local law enforcement agency;
3 (xiii) one member from an automobile safety organization;
4 (xiv) one member from the Utah Motor Transport Association; and
5 (xv) one citizen member with an interest in traffic safety.
6 (b) The members listed in Subsections (1)(a)(iii) through (xv) shall be appointed by the
7 governor.
8 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
9 Subsection (1)(a)(i) as a cochair of the task force.
10 (b) The speaker of the House of Representatives shall designate a member of the House
11 of Representatives appointed under Subsection (1)(a)(ii) as a cochair of the task force.
12 (3) (a) A majority of the members of the task force constitute a quorum.
13 (b) The action of a majority of the quorum constitutes the action of the task force.
14 (4) (a) Salaries and expenses of the legislative members of the task force shall be paid in
15 accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
16 (b) Members of the task force who are not legislators receive no additional compensation
17 for their work associated with the task force.
18 (5) The Office of Legislative Research and General Counsel shall provide staff support
19 to the task force.
20 Section 2. Duties -- Interim report.
21 (1) The task force shall review and make recommendations on the following issues:
22 (a) safety problems related to traffic issues and solutions to those problems;
23 (b) child pedestrian and bicycle safety, both during and after school hours;
24 (c) successful traffic safety programs initiated by communities and other states and
25 methods to extend those programs statewide;
26 (d) public awareness of critical traffic safety issues, including safe driving and pedestrian
27 practices;
28 (e) potential nonpublic funding sources for educational programs;
29 (f) possible improvements to driver education programs;
30 (g) both rural and urban traffic safety concerns; and
31 (h) other issues related to traffic safety.

1 (2) A final report, including any proposed legislation, shall be presented to the
2 Transportation Interim Committee before November 30, 1998.
3 Section 3. Appropriation.
4 There is appropriated from the General Fund for fiscal year 1998-99:
5 (1) $2,400 to the Senate to pay for the compensation and expenses of senators on the task
6 force;
7 (2) $2,400 to the House of Representatives to pay for compensation and expenses of
8 representatives on the task force; and
9 (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
10 the task force.
11 Section 4. Effective date.
12 If approved by two-thirds of all the members elected to each house, this act takes effect
13 upon approval by the governor, or the day following the constitutional time limit of Utah
14 Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto, the
15 date of veto override.
16 Section 5. Repeal date.
17 This act is repealed November 30, 1998.
