5 AN ACT RELATING TO THE DIVISION OF FLEET OPERATIONS; REQUIRING
6 PREPARATION OF A REQUEST FOR PROPOSALS TO PRIVATIZE THE DIVISION OF
7 FLEET OPERATIONS; REQUIRING REVIEW OF THAT REQUEST FOR PROPOSALS;
8 ELIMINATING THE DIVISION OF FLEET OPERATIONS EFFECTIVE JULY 1, 1999;
9 AND PROVIDING AN EFFECTIVE DATE.
10 This act affects sections of Utah Code Annotated 1953 as follows:

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Section 63A-1-114 is enacted to read:
27 63A-1-114. Executive director to prepare Request for Proposals.
1 (1) The executive director shall, by following the procedures and requirements of Section
2 63-56-21, prepare a request for proposals soliciting a private entity to perform some or all of the
3 duties and responsibilities of the Division of Fleet Operations relating to a central state motor
4 vehicle fleet.
5 (2) Before issuing the request for proposals, and no later than September 1, 1998, the
6 executive director shall submit the completed request for proposals to the Office of Legislative
7 Fiscal Analyst and Interim Executive Appropriations Committee of the Utah Legislature for its
8 review.
9 Section 2. Repealer.
10 This act repeals:

13 Section 63A-9-202, Director of division -- Appointment.
14 Section 63A-9-203, Director -- Duties.
15 Section 63A-9-301, Motor Vehicle Review Committee -- Composition.

17 Section 63A-9-401, Division -- Duties.
18 Section 63A-9-402, State-owned vehicle report -- Contents.
19 Section 63A-9-501, Complaints about misuse or illegal operation of state vehicles --
20 Disposition.
21 Section 63A-9-601, Marking of vehicles.
22 Section 63A-9-701, Subscription to motor pool by certain local government entities.
23 Section 3. Effective date.
24 (1) Section 63A-1-114 is effective May 4, 1998.
25 (2) Section 2, Repealer, is effective July 1, 1999.
