6    AN ACT RELATING TO THE LEGISLATURE; CREATING THE FEDERAL FUNDING
7    REVIEW TASK FORCE; PROVIDING FOR MEMBERSHIP; DELINEATING
8    RESPONSIBILITIES AND PROCEDURES; PROVIDING A REPORTING DATE;
9    APPROPRIATING $34,500 FROM THE GENERAL FUND; AND PROVIDING A REPEAL
10    DATE.
11    This act affects sections of Utah Code Annotated 1953 as follows:
12    ENACTS:
13         36-23-1, Utah Code Annotated 1953
14         36-23-2, Utah Code Annotated 1953
15         36-23-3, Utah Code Annotated 1953
16         36-23-4, Utah Code Annotated 1953
17    Be it enacted by the Legislature of the state of Utah:
18        Section 1. Section 36-23-1 is enacted to read:
19         36-23-1. Federal Funding Review Task Force -- Creation -- Membership -- Interim
20     rules followed -- Compensation -- Staff.
21        (1) There is created the Federal Funding Review Task Force consisting of the following
22    eight members:
23        (a) three members of the Senate appointed by the president of the Senate, no more than
24    two of whom may be from the same political party; and
25        (b) five members of the House of Representatives appointed by the speaker of the House
26    of Representatives, no more than three of whom may be from the same political party.
27        (2) (a) The president of the Senate shall designate a member of the Senate appointed under


1    Subsection (1)(a) as a cochair of the committee.
2        (b) The speaker of the House of Representatives shall designate a member of the House
3    of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
4        (3) In conducting its business, the committee shall comply with the rules of legislative
5    interim committees.
6        (4) Salaries and expenses of the members of the committee shall be paid in accordance
7    with Section 36-2-2 and Legislative Joint Rule 15.03.
8        (5) The Office of Legislative Research and General Counsel shall provide staff support
9    to the committee.
10        Section 2. Section 36-23-2 is enacted to read:
11         36-23-2. Task force duties.
12        The task force shall:
13        (1) determine the level, scope, amount, type, and sources of federal funding to agencies
14    and programs of the state of Utah;
15        (2) review the requirements imposed by the federal government on Utah as a condition for
16    receiving federal funds;
17        (3) consider whether or not to establish a permanent legislative committee or other
18    mechanism to provide legislative oversight and review of federal funds and federal requirements
19    and their impact on Utah;
20        (4) review any other issues relating to federal funding of Utah programs and agencies; and
21        (5) present a final report, including any proposed legislation, to the Government
22    Operations Interim Committee by October 31, 1998.
23        Section 3. Section 36-23-3 is enacted to read:
24         36-23-3. Appropriations.
25        There is appropriated from the General Fund for fiscal year 1998-99:
26        (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the
27    committee;
28        (2) $6,000 to the House of Representatives to pay for the compensation and expenses of
29    representatives on the committee; and
30        (3) $25,000 to the Office of Legislative Research and General Counsel to pay for staffing
31    the committee.

1        Section 4. Section 36-23-4 is enacted to read:
2         36-23-4. Repeal date.
3        This act is repealed November 30, 1998.
