5    AN ACT RELATING TO THE LEGISLATURE; CREATING THE TASK FORCE ON LOCAL
6    AIRPORT FUNDING; PROVIDING FOR MEMBERSHIP; DELINEATING
7    RESPONSIBILITIES AND PROCEDURES; PROVIDING A REPORTING DATE;
8    APPROPRIATING $29,500 FROM THE GENERAL FUND; AND PROVIDING A REPEAL
9    DATE.
10    This act enacts uncodified material.
11    Be it enacted by the Legislature of the state of Utah:
12        Section 1. Task Force on Local Airport Funding -- Creation -- Membership -- Interim
13     rules followed -- Compensation -- Staff.
14        (1) There is created the Task Force on Local Airport Funding consisting of the following
15    15 members:
16        (a) three members of the Senate appointed by the president of the Senate, no more than
17    two of whom may be from the same political party;
18        (b) five members of the House of Representatives appointed by the speaker of the House
19    of Representatives, no more than three of whom may be from the same political party; and
20        (c) seven members who have knowledge of air travel, both commercial and general
21    aviation, appointed jointly by the president of the Senate and the speaker of the House of
22    Representatives.
23        (2) (a) The president of the Senate shall designate a member of the Senate appointed under
24    Subsection (1)(a) as a cochair of the committee.
25        (b) The speaker of the House of Representatives shall designate a member of the House
26    of Representatives appointed under Subsection (1)(b) as a cochair of the committee.
27        (3) In conducting its business, the committee shall comply with the rules of legislative


1    interim committees.
2        (4) (a) Legislators on the task force shall receive compensation and expenses in accordance
3    with Section 36-2-2 and Legislative Joint Rule 15.03.
4        (b) (i) Members who are not government employees receive no compensation or benefits
5    for their services, but may receive per diem and expenses incurred in the performance of the
6    member's official duties at the rates established by the Division of Finance under Sections
7    63A-3-106 and 63A-3-107.
8        (ii) Members may decline to receive per diem and expenses for their service.
9        (5) The Office of Legislative Research and General Counsel shall provide staff support
10    to the committee.
11        Section 2. Duties -- Interim report.
12        The committee shall:
13        (1) review the status of local airports throughout Utah;
14        (2) review the economic impact of local airports on the state and individual communities,
15    including the impact of the property tax on private airplanes;
16        (3) examine the costs and benefits of construction and maintenance of local airports
17    throughout Utah;
18        (4) study existing and potential funding mechanisms for local airports;
19        (5) review any other issues relating to local airports in Utah; and
20        (6) present a final report, including any proposed legislation, to the Business, Labor, and
21    Economic Development Interim Committee and the Revenue and Taxation Interim Committee
22    before November 30, 1998.
23        Section 3. Appropriation.
24        There is appropriated from the General Fund for fiscal year 1998-99:
25        (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the
26    committee;
27        (2) $6,000 to the House of Representatives to pay for the compensation and expenses of
28    representatives on the committee; and
29        (3) $20,000 to the Office of Legislative Research and General Counsel to pay for staffing
30    the committee.
31        Section 4. Repeal date.
