6    A RESOLUTION OF THE SENATE SUPPORTING A STUDY OF THE NEED FOR A
7    REGIONAL COMMUTER SYSTEM, TO BE CONDUCTED BY THE UTAH TRANSIT
8    AUTHORITY WITH THE HELP AND SUPPORT OF THE WASATCH FRONT REGIONAL
9    COUNCIL, THE MOUNTAINLAND ASSOCIATION OF GOVERNMENTS, AND THE
10    VARIOUS COUNTIES AND MUNICIPALITIES TO BE SERVED BY THE COMMUTER
11    SYSTEM.
12    Be it resolved by the Senate of the state of Utah:
13        WHEREAS the Utah Senate acknowledges the increasing need for alternatives to highway
14    travel along the north-south corridor linking Wasatch Front communities;
15        WHEREAS the Wasatch Front Regional Council, with membership consisting of Davis
16    County, Morgan County, Tooele County, Salt Lake County, Weber County, and numerous
17    municipalities within them; the Mountainland Association of Governments' Regional Planning
18    Committee, comprised of the mayors in the urbanized Utah County area; the Utah County
19    Commission; the Utah Department of Transportation; the Division of Air Quality; the Utah Transit
20    Authority; and the Federal Highway Administration have identified this growing need for
21    alternative transit services and have offered their aggressive support to the Utah Transit Authority
22    in finding solutions to this need;
23        WHEREAS these organizations are well respected for their commitment to the growth and
24    prosperity of the Wasatch Front;
25        WHEREAS the Wasatch Front Regional Council has voted unanimously to continue its
26    policy that the Utah Transit Authority be the implementing agency of public transit services,
27    including commuter rail, within their jurisdiction;


1        WHEREAS the Wasatch Front Regional Council has agreed to aggressively pursue their
2    part of the joint work program to implement the commuter rail demonstration and advance the
3    analysis of long-term commuter rail services, and has voiced their support to assist the Utah
4    Transit Authority in every way possible to assure timely implementation of a commuter rail
5    demonstration and the long-term implementation of commuter rail services; and
6        WHEREAS the Mountainland Association of Governments' Regional Planning Committee
7    unanimously passed a motion supporting the Utah Transit Authority as the implementing agency
8    for a regional commuter rail demonstration:
9        NOW, THEREFORE, BE IT RESOLVED that the Senate of the state of Utah support the
10    implementation of a commuter rail demonstration and further studies by the Utah Transit Authority
11    of the practicality and desirability of a regional commuter system.
12        BE IT FURTHER RESOLVED that copies of this resolution be sent to the Utah
13    Association of Counties, the Utah League of Cities and Towns, the Wasatch Front Regional
14    Council, and the Mountainland Association of Governments.
