Mr. Speaker:

    The Political Subdivisions Committee recommends H.B. 114, SNOW COLLEGE SOUTH, by Representative B. Johnson, et al, be replaced and reports a favorable recommendation on 1st Sub. H.B. 114, SNOW COLLEGE SOUTH with the following amendments:

1.    Page 2, Line 23:    After "applied science" insert ", and shall work with local school districts in developing an aggressive concurrent enrollment program"

2.    Page 2, Line 26:    After "exit" insert "applied technology education" and after "programs" insert "that emphasize short-term job training or retraining for immediate placement in the job market"

3.    Page 2, Line 27:    Delete "may" and insert "shall"

4.    Page 2, Line 27:    After "students" insert ", including high school students,"

5.    Page 3, Line 9:    After line 9 insert:
        "Section 3. Intent language.
        (1) (a) It is the intent of the Legislature that the State Board of Regents and the State Board of Education work together with the administration at Snow College and Sevier Valley Applied Technology Center's board of directors, administration, and faculty to develop policies and procedures for a successful transition of the center to Snow College South, dealing with such issues as:
        (i) maintaining the center's emphasis on applied technology education and job training as Snow College South;
        (ii) providing for sufficient ongoing funding for the institution;
        (iii) the retention of current staff; and
        (iv) open access to the institution by those seeking to improve their lives through continuing education.
        (b) The board shall also seek advice from selected legislators from the region in developing the policies and procedures.
        (2) It is the further intent of the Legislature that:
        (a) the transition should be completed by January 1, 1999;
        (b) the current board of directors and current administration at the institution should continue to function until June 30, 1999; and
        (c) student fees should not increase as a result of the transition.
