Mr. President:
The Transportation and Public Safety Committee reports a favorable recommendation on S.B. 6, ENFORCEMENT AND PENALTIES OF UNINSURED MOTOR VEHICLE VIOLATIONS, by Senator D.
Steele, with the following amendments:
1. Page 1, Line 10: After "PROGRAM;" insert "PROVIDING FOR CERTAIN AUDITS;"
2. Page 2, Line 12: After "person" insert ": (i)"
3. Page 2, Line 14: After line 14 insert:
"or (ii) is under an administrative action taken by the Department of Public Safety for operating a registered
motor vehicle without owner's or operator's security in
effect as required under Section 41-12a-301;"

Page 4, Line 13: After line 13 insert:
"(c) Evidence of owner's or operator's security from the Uninsured Motorist Identification Database Program
described under Subsection (2)(b)(vi) supercedes any
evidence of owner's or operator's security described
under Subsections (2)(b)(i)(C) or (D)."

Page 4, Line 25: Delete "may" and insert "shall"

Page 6, Line 25: After line 25 insert
"(8)(a) The designated agent shall archive computer data files at least semi-annually for auditing purposes.
(b) The internal audit unit of the Tax Commission
provided under Section 59-1-206 shall audit the
program at least annually. The audit shall include
verification of:
(i) billings made by the designated agent; and
(ii) the accuracy of the designated agent's matching of
vehicle registration with insurance data."
