Mr. President:

    The Revenue and Taxation Committee reports a favorable recommendation on S.B. 52, PROPERTY TAX RESTRICTION, by Senator L. Poulton, with the following amendments:
1.    Page 1, Line 8:    After "PROVIDING" delete "AN EFFECTIVE DATE" and insert "FOR RETROSPECTIVE OPERATION"

2.    Page 5, Line 11:    Delete " Effective date" and insert " Retrospective operation"

3.    Page 5, Line 12:    After "This act" delete "takes effect on" and insert "has retrospective operation to" and after "January 1," delete "1999" and insert "1998"
