Committee Co-Chair Sen. David Steele called the meeting to order at 2:10 p.m.
1. Kevin Walthers presented the Legislative Fiscal Analyst's budget recommendations for Applied Technology Education. He distributed copies of Analysis and Recommendations for the Fiscal Year Ending June 30, 1999. There are recommendations for two items for ATE: 1) one-time appropriation to ATE schools to meet their institutional needs; and 2) Dental Hygiene program at Dixie College.
2. Dr. Brad Winn, GOPB, responded, giving the Governor's perspective on the ATE funding. The Governor recommends that ATE money be given to: 1) on-going ATE money for requests from specific institutions; 2) one-time items for equipment; and 3) ATCSR's.
3. Dr. Max Lowe, USHE, and Rob Brems, SBOE, gave a combined presentation and distributed their agenda and hand-outs. Dr. Lowe asked the following to stand: members of the State Board and Board of Regents, representatives of business and industry on the ATE Liaison Committee, administrators, directors, teachers, students and all those involved in applied technology education in any way.
Dr. Lowe described the kinds of programs available in ATE and presented two graduates, Kurt Etherington and Ofelia Garcia Borgesen, who told about themselves and what they graduated in.
Brent Richardson, President and CEO of Connecting Point Computer Services and Business Rep. of the ATE Advisory Committee to the Joint Liaison Committee, made a business and industry presentation. He pointed out that if we do not train our own citizens, the high-tech companies locating in Utah will bring in skilled employees from other states.
Dr. Lowe and Dr. Brems presented their budget with the use of overheads (duplicates of the overheads are found in the hand-out they distributed) and answered questions of the Committee. Articulation and credit were discussed extensively.
ATE students/graduates Vicki Teiner, Susan Summers and Kurt Bryant presented their story to the Committee.
4. Analysts Kevin Walthers and Gary Ricks responded. The ATE budget recommendations are available on the Internet and Mr. Walthers brought copies to the meeting for those who do not have access to the Internet. Mr. Ricks expressed his appreciation for the professional way in which the Utah State Office of Education is run. He stressed that the analysts' job is especially challenging because they must work within the guidelines they are given by the Executive Committee.
5. Rep. Sheryl Allen commented on the excellent SOAR campaign and Dr. Brems responded.
6. Dr. Colleen Kennedy, Dean of the Graduate School of Education at the U of U, representing the Deans of Public Colleges of Education of Utah, spoke in favor of H.B. 184, Educational Technology Initiative Amendments and distributed some comments. This bill seeks to restore funds to the state Colleges of Education, as a line item in the general Appropriations Act, to prepare teachers to effectively integrate technology into their teaching.
7. Superintendent Bean and Commissioner Cecelia Foxley spoke in favor of more funding to ATCSR's and ATC's.
MOTION: Rep. Tyler moved to adjourn. The motion passed unanimously.
Committee Co-Chair Steele adjourned the meting at 4:05 p.m.
