Representative M. Stephens proposes the following amendments:

1.    Page 7, Line 12:    Bracket "January 1" and insert "February 28"

2.    Page 7, Line 19:    Bracket "Prior to January 1 of each year, the" and insert "The"

3.    Page 7, Line 27:    After "section," delete "either the entire rule or a single section" and insert "any portion"
