             5      AN ACT RELATING TO EDUCATION; PROVIDING A S [ $140,000 ] $35,000 s
             5a      APPROPRIATION TO THE
             6      STATE BOARD OF REGENTS TO INITIATE UNIVERSITY EXTENSION PROGRAMS AT
             7      COUNTY h [ PRISONS ] h JAILS h h THROUGHOUT THE STATE; AND PROVIDING AN
             7a      EFFECTIVE
             8      DATE.
             9      This act enacts uncodified material.
             10      Be it enacted by the Legislature of the state of Utah:
             11          Section 1. Appropriation.
             12          (1) Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
             13      from the General Fund for fiscal year 1999-2000, S [ $140,000 ] $35,000 s to the State Board of
             13a      Regents to
             14      initiate university extension programs at county h [ prisons ] JAILS h throughout the state.
             15          (2) The board shall use the appropriation to establish higher education extension programs
             16      at the Beaver, Duchesne, San Juan, and Washington County h [ prisons ] JAILS h pursuant to its
             16a      education
             17      responsibilities under Section 53A-1-403.5 .
             18          (3) The board shall use:
             19          (a) S [ $40,000 ] $10,000 s of the appropriation as S [ one-time ] ONGOING s monies for downlinks and media
             19a      equipment
             20      at the h [ prison ] JAIL h sites; and
             21          (b) S [ $100,000 ] $25,000 s of the appropriation for ongoing costs to operate, support, and
             21a      maintain the
             22      extension programs.
             23          (4) The board shall closely monitor the extension programs and report its findings, together
             24      with recommendations regarding ongoing funding, to the Legislative Education Interim Committee
             25      prior to November 30, 1999.
             26          Section 2. Effective date.
             27          This act takes effect on July 1, 1999.
