APPROPRIATION FOR RURAL GROWTH MANAGEMENT

                  AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING $150,000 TO THE OFFICE
                  OF PLANNING AND BUDGET TO SUPPORT THE GOVERNOR'S 21ST CENTURY
                  COMMUNITIES INITIATIVE AND TO PROVIDE REGIONAL CIRCUIT-RIDER PLANNERS
                  TO ASSIST RURAL COUNTIES AND COMMUNITIES WITH PLANNING NEEDS;
                  PROVIDING THAT THE FUNDS BE NONLAPSING; AND PROVIDING AN EFFECTIVE
                  DATE.
                  This act enacts uncodified material.
                  Be it enacted by the Legislature of the state of Utah:
                      Section 1. Legislative intent.
                      The Legislature supports the objectives of the Governor's 21st Century Communities
                  Initiative of preparing rural areas of the state for population and visitor growth, creating new jobs,
                  reducing unemployment, diversifying rural economies, and protecting quality of life. It is the
                  intent of the Legislature in appropriating these funds to help meet the statewide public purpose of
                  assisting local government leaders to deal with the economic development, community and land
                  planning, technology, and growth concerns of local government through the Governor's 21st
                  Century Communities Initiative.
                      Section 2. Appropriation.
                      (1) There is appropriated from the General Fund for fiscal year 1999-2000, $150,000 to
                  the Office of Planning and Budget for purposes stated in Subsection (2).
                      (2) (a) The appropriated funds shall be used to:
                      (i) help meet the objectives of the Governor's 21st Century Communities Initiative;
                      (ii) provide local government officials with training and certification opportunities and
                  materials;
                      (iii) provide professional circuit-rider planners;
                      (iv) provide tools and expertise to assist with the planning, economic development, land


                  use, technology, and growth management concerns of local government;
                      (v) provide information exchange, research, data, and linkages between various government
                  entities, including local, state, and federal agencies, as well as between private and nonprofit entities
                  involved in providing services and information to local communities; and
                      (vi) provide for administration expenses, recognition and awards to communities, meeting
                  expenses of the Governor's Rural Partnership Board, and other administrative expenses relating to
                  meeting the objectives of the Governor's 21st Century Communities Initiative.
                      (b) The Office of Planning and Budget shall determine, in conjunction with the Governor's
                  Rural Partnership Board, the allocation of appropriated funds to best meet the purposes stated in
                  Subsection (2)(a).
                      (3) The money appropriated in Subsection (1) is nonlapsing.
                      Section 3. Effective date.
                      This act takes effect on July 1, 1999.
