PRISON EDUCATION APPROPRIATION

                  AN ACT RELATING TO EDUCATION; PROVIDING A $35,000 APPROPRIATION TO THE
                  STATE BOARD OF REGENTS TO INITIATE UNIVERSITY EXTENSION PROGRAMS AT
                  COUNTY JAILS THROUGHOUT THE STATE; AND PROVIDING AN EFFECTIVE DATE.
                  This act enacts uncodified material.
                  Be it enacted by the Legislature of the state of Utah:
                      Section 1. Appropriation.
                      (1) There is appropriated from the General Fund for fiscal year 1999-2000, $35,000 to the
                  State Board of Regents to initiate university extension programs at county jails throughout the
                  state.
                      (2) The board shall use the appropriation to establish higher education extension programs
                  at the Beaver, Duchesne, San Juan, and Washington County jails pursuant to its education
                  responsibilities under Section 53A-1-403.5 .
                      (3) The board shall use:
                      (a) $10,000 of the appropriation as ongoing monies for downlinks and media equipment
                  at the jail sites; and
                      (b) $25,000 of the appropriation for ongoing costs to operate, support, and maintain the
                  extension programs.
                      (4) The board shall closely monitor the extension programs and report its findings, together
                  with recommendations regarding ongoing funding, to the Legislative Education Interim Committee
                  prior to November 30, 1999.
                      Section 2. Effective date.
                      This act takes effect on July 1, 1999.
