READ ACROSS AMERICA RESOLUTION

                  A RESOLUTION OF THE HOUSE OF REPRESENTATIVES DESIGNATING MARCH 2,
                  1999, AS READ ACROSS AMERICA DAY; EMPHASIZING THE IMPORTANCE OF
                  READING AS A BASIC COMPONENT OF LEARNING; AND URGING PARENTS TO READ
                  TO THEIR CHILDREN.
                  Be it resolved by the House of Representatives of the state of Utah:
                      WHEREAS, reading is a basic component of a quality education, a requirement for a
                  successful life's work, and a source of pleasure throughout life;
                      WHEREAS, the nation's ability to remain competitive in a global economy is directly related
                  to the reading ability of its citizens;
                      WHEREAS, the American Library Association, the Boys and Girls Clubs of America, the
                  International Reading Association, the National Parent Teachers Association, the Newspaper
                  Association of America, the Reading is Fundamental program, and the Screen Actors Guild have
                  joined with the National Education Association to use the anniversary of the late Dr. Seuss's
                  birthday to celebrate reading; and
                      WHEREAS, as part of the celebration, every child should be in the company of someone
                  who will read to them on March 2 for at least one half hour in honor of Dr. Seuss and to further
                  the goal of helping the nation's children become the best readers in the world:
                      NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the state
                  of Utah designate March 2, 1999, as Read Across America Day to emphasize the importance of
                  reading skills.
                      BE IT FURTHER RESOLVED that the House of Representatives urge parents to read to
                  their children for at least a half hour on March 2 and to read regularly to their children so they can
                  develop and sharpen their reading skills.
                      BE IT FURTHER RESOLVED that a copy of this resolution be presented to the American
                  Library Association, the Boys and Girls Clubs of America, the International Reading Association,
                  the National Parent Teachers Association, the Newspaper Association of America, the Reading is


                  Fundamental program, the Screen Actors Guild, the National Education Association, and the Dr.
                  Seuss Estate.
