5 AN ACT RELATING TO EDUCATION; ESTABLISHING THE CENTER FOR THE SCHOOL
6 OF THE FUTURE AT UTAH STATE UNIVERSITY; ESTABLISHING DUTIES AND
7 RESPONSIBILITIES FOR THE CENTER; PROVIDING FOR A $450,000
8 APPROPRIATION; AND PROVIDING AN EFFECTIVE DATE.
9 This act affects sections of Utah Code Annotated 1953 as follows:
10 ENACTS:

12 Be it enacted by the Legislature of the state of Utah:
13 Section 1. Section 53B-18-801 is enacted to read:

15 53B-18-801. Establishment of the center -- Purpose -- Duties and responsibilities.
16 (1) There is hereby established the Center for the School of the Future at Utah State
17 University, hereafter referred to as "the center."
18 (2) (a) The purpose of the center is to promote best practices in the state's public education
19 system and encourage cooperative and research development relationships between public and
20 higher education.
21 (b) For purposes of this section "best practices" means the best process or system that
22 effectively achieves an educational objective.
23 (3) The center has the following duties and responsibilities:
24 (a) to direct its efforts to those education issues judged to be of greatest importance by the
25 State Office of Education, school districts, and their patrons, subject to the availability of funds
26 to sustain its efforts;
27 (b) to coordinate and collaborate with education stakeholders, such as institutions of higher
28 education, the State Office of Education, school districts, parent-teacher organizations, and other
29 public and private educational interests in identifying or developing and then implementing best
30 practices throughout the state's public education system;
31 (c) to contribute to the creation and maintenance of a public education system that
32 continually and systematically improves itself by building upon the most effective education
33 policies, programs, and practices and rejecting those that are less effective;
34 (d) to identify problems and challenges in providing educational and related services to
35 all students in the public schools, including special education students and students at risk;
36 (e) to identify current public and private resources at both the state and national level that
37 are available to resolve problems or overcome challenges within the public education system and
38 seek additional resources as necessary; and
39 (f) to support the implementation of best practices in the public education system through
40 professional development programs and dissemination of information.
41 (4) The center in collaboration with the State Office of Education shall:
42 (a) clarify the problems and challenges identified under this section, identify desired
43 outcomes, and agree upon measures of outcomes;
44 (b) prioritize the problems and challenges;
45 (c) identify readily accessible resources to solve problems and challenges, including best
46 practices that could be implemented with little or no adaptation;
47 (d) determine whether new programs or procedures should be developed, and estimate the
48 extent of effort required for that development; and
49 (e) assist in implementing solutions, monitoring accomplishments, disseminating results,
50 and facilitating the extension of successful efforts to new settings.
51 Section 2. Appropriation.
52 (1) Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
53 from the General Fund for fiscal year 1999-2000, $450,000 to Utah State University to help fund
54 the activities of the Center for the School of the Future at the university and to allow the center to
55 promote collaborative efforts between the public and private sector in identifying and
56 implementing best practices throughout the state's public education system.
57 (2) It is the intent of the Legislature that for fiscal year 2000-2001, and for each fiscal year
58 thereafter the Legislative Fiscal Analyst include in its budget recommendations a line item to
59 provide ongoing funding for the program established under Section 53B-18-601 .
60 Section 3. Effective date.
61 This act takes effect on July 1, 1999.
