             5      AN ACT RELATING TO TASK FORCES; CREATING THE CRIME REDUCTION TASK
             6      FORCE; DEFINING ITS MEMBERSHIP; DELINEATING RESPONSIBILITIES AND
             7      PROCEDURES; PROVIDING A REPORTING DATE; APPROPRIATING $22,500 FROM THE
             8      GENERAL FUND; PROVIDING AN EFFECTIVE DATE; AND PROVIDING A REPEAL
             9      DATE.
             10      This act enacts uncodified material.
             11      Be it enacted by the Legislature of the state of Utah:
             12          Section 1. Crime Reduction Task Force -- Creation -- Membership -- Quorum --
             13      Compensation -- Staff.
             14          (1) There is created the Crime Reduction Task Force, consisting of the following 17
             15      members:
             16          (a) two members of the Senate appointed by the president of the Senate, no more than one
             17      of whom may be from the same political party;
             18          (b) four members of the House of Representatives appointed by the speaker of the House
             19      of Representatives, no more than two of whom may be from the same political party;
             20          (c) the commissioner of the Department of Public Safety or designee;
             21          (d) the executive director of the Department of Corrections or designee;
             22          (e) a representative of the Utah Sheriffs' Association, appointed by the association;
             23          (f) a representative of the Utah Police Chief's Association, appointed by the association;
             24          (g) the executive director of the Department of Human Services;
             25          (h) the director of the Division of Youth Corrections;
             26          (i) the chair of the Board of Juvenile Court Judges or designee;
             27          (j) the chair of the Board of District Court Judges or designee;


             28          (k) one citizen representative appointed by the governor;
             29          (l) one citizen representative appointed by the president of the Senate; and
             30          (m) one citizen representative appointed by the speaker of the House of Representatives.
             31          (2) (a) The president of the Senate shall designate a member of the Senate appointed under
             32      Subsection (1)(a) as a cochair of the task force.
             33          (b) The speaker of the House of Representative shall designate a member of the House of
             34      Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             35          (3) A majority of the members of the task force constitutes a quorum. The action of a
             36      majority of a quorum constitutes the action of the task force.
             37          (4) (a) Salaries and expenses of the members of the task force who are legislators shall be
             38      paid in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
             39          (b) Members of the task force who are not legislators may not receive compensation for
             40      their work associated with the task force, but may receive per diem and expenses incurred as a
             41      member of the task force at the rates established by the Division of Finance under Sections
             42      63A-3-106 and 63A-3-107 .
             43          (5) The Office of Legislative Research and General Counsel shall provide staff support to
             44      the task force.
             45          Section 2. Duties -- Interim report.
             46          (1) The task force shall review and make recommendations regarding ways to reduce crime
             47      victimization in Utah.
             48          (2) As part of its work, the task force shall:
             49          (a) study the organizational structure of crime fighting and responsibility;
             50          (b) study the feasibility of creating the position of a statewide crime director;
             51          (c) evaluate other states' organizational structures of crime fighting and crime reduction
             52      strategies; and
             53          (d) create a statewide strategy for reducing crime victimization.
             54          (3) A final report, including any proposed legislation, shall be presented to the Law
             55      Enforcement and Criminal Justice Interim Committee before November 30, 1999.
             56          Section 3. Appropriation.
             57          Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated from
             58      the General Fund for fiscal year 1999-2000:


             59          (1) $2,500 to the Senate to pay for the compensation and expenses of senators on the task
             60      force;
             61          (2) $5,000 to the House of Representatives to pay for the compensation and expenses of
             62      representatives on the task force; and
             63          (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
             64      the task force.
             65          Section 4. Effective date.
             66          If approved by two-thirds of all the members elected to each house, this act takes effect
             67      upon approval by the governor, or the day following the constitutional time limit of Utah
             68      Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto, the
             69      date of veto override.
             70          Section 5. Repeal date.
             71          This act is repealed November 30, 1999.
