5 AN ACT RELATING TO TASK FORCES; CREATING THE CRIME REDUCTION TASK
6 FORCE; DEFINING ITS MEMBERSHIP; DELINEATING RESPONSIBILITIES AND
7 PROCEDURES; PROVIDING A REPORTING DATE; APPROPRIATING $28,000 FROM THE
8 GENERAL FUND; AND PROVIDING A REPEAL DATE.
9 This act enacts uncodified material.
10 Be it enacted by the Legislature of the state of Utah:
11 Section 1. Crime Reduction Task Force -- Creation -- Membership -- Quorum --
12 Compensation -- Staff.
13 (1) There is created the Crime Reduction Task Force, consisting of the following 11
14 members:
15 (a) three members of the Senate appointed by the president of the Senate, no more than
16 two of whom may be from the same political party; and
17 (b) eight members of the House of Representatives appointed by the speaker of the House
18 of Representatives, no more than five of whom may be from the same political party.
19 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
20 Subsection (1)(a) as a cochair of the task force.
21 (b) The speaker of the House of Representative shall designate a member of the House of
22 Representatives appointed under Subsection (1)(b) as a cochair of the task force.
23 (3) In conducting its business, the task force shall comply with the rules of the legislative
24 interim committees.
25 (4) Salaries and expenses of the members of the task force shall be paid in accordance with
26 Section 36-2-2 and Legislative Joint Rule 15.03.
27 (5) The Office of Legislative Research and General Counsel shall provide staff support to
28 the task force.
29 Section 2. Duties -- Interim report.
30 (1) The task force shall review and make recommendations regarding ways to reduce crime
31 victimization in Utah.
32 (2) As part of its work, the task force shall study:
33 (a) the organizational structure of crime fighting and responsibility in the state;
34 (b) ways to develop and implement a statewide plan for fighting crime which focuses on:
35 (i) coordination between crime fighting agencies; and
36 (ii) setting realistic goals for reducing crime;
37 (c) how to prevent and reduce drug-related crime in the state; and
38 (d) the recommendations of the crime audit conducted by the Office of the Legislative
39 Auditor General and, as applicable, the implementation of the recommendations.
40 (3) A final report, including any proposed legislation, shall be presented to the Law
41 Enforcement and Criminal Justice Interim Committee on or before the November 1999 interim
42 meeting.
43 Section 3. Appropriation.
44 Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated from
45 the General Fund for fiscal year 1999-2000:
46 (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the task
47 force;
48 (2) $9,500 to the House of Representatives to pay for the compensation and expenses of
49 representatives on the task force; and
50 (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
51 the task force.
52 Section 4. Repeal date.
53 This act is repealed November 30, 1999.
