             6      A RESOLUTION OF THE HOUSE OF REPRESENTATIVES ENCOURAGING THE
             7      ESTABLISHMENT OF A TASK FORCE TO RESEARCH THE DEVELOPMENT AND
             8      PROCUREMENT OF CATAPULTS TO GUARD THE MOAT AND DRAWBRIDGE IN
             9      SKULL VALLEY; ENCOURAGING ECONOMIC DEVELOPMENT FOR THE SKULL
             10      VALLEY BAND OF GOSHUTE INDIANS; AND ENCOURAGING RESTRICTIONS ON
             11      GOODS MANUFACTURED WITH NUCLEAR POWER AND NUCLEAR WASTE FROM
             12      ENTERING THE STATE OF UTAH.
             13      Be it resolved by the House of Representatives of the state of Utah:
             14          WHEREAS, goods manufactured with nuclear power and nuclear waste should not be
             15      permitted to enter the state of Utah;
             16          WHEREAS, economic development efforts for the Skull Valley Band of Goshute Indians
             17      should be encouraged;
             18          WHEREAS, to address these concerns, a task force consisting of not fewer than 5 persons
             19      and not more than 15 persons, should be established by the Governor, with members appointed
             20      by the Governor, the Speaker of the Utah House of Representatives, the President of the Utah
             21      Senate, the Tooele County Commission, and the Chairman of the Skull Valley Band of Goshute
             22      Indians;
             23          WHEREAS, the task force would be responsible for the research, development, and
             24      procurement of catapults to guard the moat and drawbridge installed by the Governor to prevent
             25      radioactive waste from entering Skull Valley;
             26          WHEREAS, developed by the Greeks in the third and fourth centuries and perfected for
             27      use in sieges and other conflicts by the Romans, the catapult and the technology behind its


             28      development were adapted to achieve key breakthroughs in the development of aircraft in the early
             29      20th century;
             30          WHEREAS, the catapult would be essential to protecting Skull Valley and the state of
             31      Utah, particularly since a railroad which would not cross any state roads may be constructed to
             32      transport radioactive waste from Interstate 80 south to the Goshute Reservation;
             33          WHEREAS, in a brilliant reversal of traditional siege tactics, the catapults could be used
             34      both to protect the moat and drawbridge and to transport food and other life-sustaining essentials
             35      into Skull Valley in the event of a prolonged siege precipitated by attacks on the moat and
             36      drawbridge;
             37          WHEREAS, without state roads to block the progress of the railroad, and delivery of
             38      radioactive waste to Skull Valley, catapults located on state land that are designed to concentrate
             39      their projectiles onto the railroad may be the last line of defense for the state;
             40          WHEREAS, in addition to protecting Skull Valley from the intrusion of radioactive waste
             41      from the nether regions, the unique moat and drawbridge, which is unlike any other in the world,
             42      may be expected to attract tourists from near and far;
             43          WHEREAS, with the addition of catapults, which may be designed to double as
             44      amusement park rides, Skull Valley will be a remarkable tourist destination served by fast,
             45      convenient, well-maintained state roads;
             46          WHEREAS, with more tourists spending more time and dollars at Skull Valley, the Skull
             47      Valley Band of Goshute Indians may recognize economic growth through the sale of beadwork,
             48      baskets, and other native crafts;
             49          WHEREAS, the task force could also recommend statutory revisions to prevent goods
             50      manufactured with nuclear power, and nuclear waste from such power plants, from entering the
             51      state;
             52          WHEREAS, the Governor could include funding in the 2000-2001 budget for the
             53      procurement and development of catapults as recommended by the task force; and
             54          WHEREAS, the state of Utah should act decisively to meet this potential threat to the
             55      citizens of Utah:
             56          NOW, THEREFORE, BE IT RESOLVED that the House of Representatives of the state
             57      of Utah encourage the establishment of a task force to research, develop, and procure catapults to
             58      guard the moat and drawbridge installed by the Governor to prevent radioactive waste from


             59      entering Skull Valley.
             60          BE IT FURTHER RESOLVED that the House of Representatives encourage economic
             61      development for the Skull Valley Band of Goshute Indians and urge restrictions on goods
             62      manufactured from nuclear power and nuclear waste from entering the state.
             63          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Skull Valley
             64      Band of Goshute Indians and Private Fuel Storage.
