11 This act enacts uncodified material.
12 Be it enacted by the Legislature of the state of Utah:
13 Section 1. Task Force on High School Extracurricular Sports -- Creation --
14 Membership -- Interim rules followed -- Compensation -- Staff.
15 (1) There is created the Task Force on High School Extracurricular S [
15a consisting of
16 the following S [
17 (a) three members of the Senate appointed by the president of the Senate, no more than
18 two of whom may be from the same political party;
19 (b) S [
19a the House
20 of Representatives, no more than S [
21 (c) one member appointed by the Utah High School Activities Association;
22 (d) one member appointed jointly by the Utah School Boards Association and the Utah
23 School Superintendent's Association; and
24 (e) a principal from an urban high school appointed by the Utah Association of Secondary
25 School Principals.
26 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
27 Subsection (1)(a) as a cochair of the task force.
28 (b) The speaker of the House of Representatives shall designate a member of the House
29 of Representatives appointed under Subsection (1)(b) as cochair of the task force.
30 (3) In conducting its business, the task force shall comply with the rules of legislative
31 interim committees.
32 (4) (a) Salaries and expenses of legislative members of the task force shall be paid in
33 accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
34 (b) Members of the task force who are not legislators shall serve without compensation,
35 but may be reimbursed for expenses and mileage as established by the Division of Finance.
36 Section 2. Duties -- Interim report.
37 The task force shall:
38 (1) S (a) s study and review both the need for and feasibility of either requiring or encouraging
39 school districts to establish or expand intramural sports programs in grades 9 through 12, most
40 particularly in the larger high schools in the state's metropolitan areas in order to allow more
41 students at larger schools to participate in an organized sports program;
42 S [
42a coaches and
43 officials, using existing school facilities at times not to conflict with other school-sponsored
45 S [
46 or contribute to such a program to offset any incurred costs in the event the program included
47 interschool competition;
48 S [
49 coaches, officials, and schools involved in the program; S AND
51 playing on the team that represents the school in athletic competition against other high schools
52 in the state; S [
52a EVENINGS, SATURDAYS, AND ON HOLIDAYS FOR USE BY STUDENTS, TO INCLUDE GYMNASIUMS,
52b AUDITORIUMS, ART AND SHOP FACILITIES, AND OTHER AREAS THAT COULD BE MADE
52c AVAILABLE TO STUDENTS FOR POSITIVE ACTIVITIES; AND
52d (b) STUDY THE POTENTIAL FOR VOLUNTEER SUPERVISION AND THE COSTS OF SUCH
52e ACTIVITIES AND USE OF THE FACILITIES; AND s
53 S [
54 Committee before November 30, 1999.
55 Section 3. Appropriation.
56 Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated from
57 the General Fund for fiscal year 1998-99;
58 (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the task
60 (2) S [
61 representatives on the task force; and
62 (3) $20,000 to the Office of Legislative Research and General Counsel to pay for staffing
63 the task force.
64 Section 4. Repeal date.
65 This act is repealed November 30, 1999.
