APPROPRIATION FOR APPRENTICESHIP TRAINING

                  AN ACT RELATING TO HIGHER EDUCATION; APPROPRIATING $500,000 TO THE
                  STATE BOARD OF REGENTS FOR ADULT APPRENTICESHIP-RELATED INSTRUCTION
                  PROGRAMS; AND PROVIDING AN EFFECTIVE DATE.
                  This act enacts uncodified material.
                  Be it enacted by the Legislature of the state of Utah:
                      Section 1. Appropriation.
                      (1) There is appropriated from the General Fund for fiscal year 1999-2000, $500,000 to
                  the State Board of Regents for adult apprenticeship-related instruction programs at the state's nine
                  institutions of higher education.
                      (2) The board shall use the appropriation to:
                      (a) coordinate essential training programs designed to provide highly skilled workers
                  throughout the state which are needed by the crafts and trades industry and consumers;
                      (b) coordinate the development and distribution of statewide articulated curricula;
                      (c) coordinate the development and distribution of the articulated curriculum needed in
                  rural locations throughout the state using distance learning delivery systems;
                      (d) implement statewide articulated curricula including essential operating costs; and
                      (e) enhance the uniformity of apprenticeship-related distance learning management
                  services statewide.
                      (3) The board shall distribute the appropriation on the basis of a formula driven by
                  annualized apprenticeship full-time enrollments.
                      Section 2. Effective date.
                      This act takes effect on July 1, 1999.
