AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING $30,000 FROM THE
GENERAL FUND FOR FISCAL YEAR 1999-2000 TO THE DIVISION OF BUSINESS AND
ECONOMIC DEVELOPMENT IN THE DEPARTMENT OF COMMUNITY AND ECONOMIC
DEVELOPMENT TO DISTRIBUTE TO SOUTHERN UTAH UNIVERSITY TO DEVELOP A
YOUTH LEADERSHIP SUMMIT AND TRAINING PROGRAM; PROVIDING THAT THE
FUNDS BE NONLAPSING; AND PROVIDING AN EFFECTIVE DATE.
This act enacts uncodified material.
Be it enacted by the Legislature of the state of Utah:
Section 1. Legislative intent.
The Legislature finds that government within the State of Utah is improved by developing
leadership qualities and a greater understanding of state and local government processes within
youth. It is the intent of the Legislature in appropriating these funds to help meet the statewide
purpose of developing youth leadership qualities and increasing understanding of state and local
government processes through conducting a Youth Leadership Summit including workshops and
speakers.
Section 2. Appropriation.
(1) There is appropriated from the General Fund for fiscal year 1999-2000, $30,000 to the
Division of Business and Economic Development in the Department of Community and Economic
Development for development of a youth leadership summit and training program.
(2) (a) This appropriation shall be distributed to Southern Utah University for use in
developing a youth leadership summit and training program.
(b) The objective of the youth leadership summit and training program is to develop
leadership qualities in participating youth by:
(i) providing mentors and insight into the political process through involvement with state
and local elected officials;
(ii) providing a working knowledge of important state and local issues; and
(iii) fostering an interest in public service.
(3) The money appropriated in Subsection (1) is nonlapsing.
Section 3. Effective date.
This act takes effect on July 1, 1999.
