             6      AN ACT RELATING TO HIGHER EDUCATION; APPROPRIATING $800,000 TO THE
             7      STATE BOARD OF REGENTS FOR ADULT APPRENTICESHIP-RELATED INSTRUCTION
             8      PROGRAMS; AND PROVIDING AN EFFECTIVE DATE.
             9      This act enacts uncodified material.
             10      Be it enacted by the Legislature of the state of Utah:
             11          Section 1. Appropriation.
             12          (1) Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
             13      from the General Fund for fiscal year 1999-2000, $800,000 to the State Board of Regents for adult
             14      apprenticeship-related instruction programs at the state's nine institutions of higher education.
             15          (2) The board shall use the appropriation to:
             16          (a) coordinate essential training programs designed to provide highly skilled workers
             17      throughout the state which are needed by the crafts and trades industry and consumers;
             18          (b) coordinate the development and distribution of statewide articulated curricula;
             19          (c) coordinate the development and distribution of the articulated curriculum needed in
             20      rural locations throughout the state using distance learning delivery systems;
             21          (d) implement statewide articulated curricula including essential operating costs; and
             22          (e) enhance the uniformity of apprenticeship-related distance learning management
             23      services statewide.
             24          (3) The board shall distribute the appropriation on the basis of a formula driven by
             25      annualized apprenticeship full-time enrollments.
             26          Section 2. Effective date.
             27          This act takes effect on July 1, 1999.
